The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are released from various governments. Significant resources is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capability enabled by current data. From vantage locations, defense planes that had been dispatched to counter approaching guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably supplied through partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a dependence that regional partners are clearly incapable to replace in the near term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until conditions improve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
